What does Benazir Kafaalat pay, and who receives it?

Benazir Kafaalat is the Benazir Income Support Programme's core unconditional cash transfer, running since 2008. It pays Rs 14,500 per quarter to the woman of each eligible household. BISP Press Release No. 20 announced the Rs 1,000 increase on 10 March 2026, and added Rs 500 to each Taleemi Wazaif and Nashonuma stipend.

BISP sits under the federal Poverty Alleviation and Social Safety Division and is chaired by Senator Rubina Khalid. Its own Kafaalat page calls the programme the largest single cash transfer in Pakistan's history, with long-term aims of ending extreme poverty and empowering women.

Who is eligible for the Benazir Income Support Programme?

Eligibility is decided by the household's Proxy Means Test (PMT) score from the National Socio-Economic Registry (NSER) survey, not by an income form. Households scoring 32 or below qualify for Kafaalat, or 37 or below when a member is differently abled, under cut-offs the BISP Board approved on 23 September 2021.

Older guides, including Wikipedia's eligibility section, still list a Rs 25,000 monthly income limit and land rules from the programme's early years. Today the survey score decides, and BISP's NSER page says exclusion filters such as vehicle ownership and frequent air travel screen out better-off households.

  • A valid CNIC for the woman applying, and CNICs or B-Forms for the rest of the household.
  • A completed NSER survey at a BISP tehsil office.
  • A PMT score within the cut-off when BISP calculates it.
  • Transgender persons need a CNIC that records their gender as transgender; BISP relaxes the PMT cut-off for them.

How do I do a Benazir Income Support Program online check by CNIC?

The official online check needs only the CNIC used in your household's survey. Use the CNIC of the woman registered in the survey, because BISP registers and pays Kafaalat families through her.

  • Step 1: Open 8171.bisp.gov.pk and confirm that the address ends in bisp.gov.pk.
  • Step 2: Enter the 13-digit CNIC without dashes.
  • Step 3: Type the code shown in the picture and submit.
  • Step 4: Read the eligibility message and take a screenshot for your records.
  • Step 5: Without internet, send the same CNIC as an SMS to 8171 and wait for the reply.

Which BISP online check do you need?

BISP runs more than one public check, and each answers a different question. Pick the route that matches what you need to know.

What does the 8171 reply mean?

The reply is an eligibility status, not your PMT score or a payment receipt. Read it as one of four outcomes: eligible, not eligible, no record or survey needed, or an update or recertification request. Each has its own next step, explained in our 8171 status guide.

How do registration and the NSER survey work?

Registration is not an online form. A household joins BISP by completing the free NSER dynamic survey at the Benazir Registration Desk in its BISP tehsil office, where NADRA verifies identity with fingerprints. A 2024 World Bank review counted 647 such registration centres, at least one in every tehsil.

After the survey BISP calculates the PMT score, and the result appears on 8171. Registered households can ask for an update when the family changes, and BISP's dynamic registry plans re-surveys every two years for non-beneficiaries and recertification every three years for beneficiaries.

When are BISP payments made, and how are they collected?

Kafaalat is paid quarterly, and BISP announces each release by SMS from 8171 and through its media desk rather than on a fixed public calendar. PakBenefits found no official schedule for the October to December 2026 quarter on bisp.gov.pk on 17 October 2026, so treat exact dates on unofficial sites as unconfirmed.

Payments are released after fingerprint verification under BISP's Biometric Verification System. BISP's Kafaalat page names HBL for Punjab, Sindh and Balochistan and Bank Alfalah for Khyber Pakhtunkhwa, Gilgit-Baltistan and Azad Kashmir, and since late 2025 BISP has been moving women to a Social Protection Wallet on a free SIM. A June 2026 BISP briefing reported a planned rise to Rs 18,000 per quarter from January 2027.

Why is a BISP case paused or blocked?

A paused case almost always traces back to the household record: an expired CNIC, a survey due for recertification, a score that rose above the cut-off after an update, or a failed fingerprint match. The table maps each cause to the official fix.

Do not wait for a letter. When about 2 million households lost eligibility after the 2021 NSER update, BISP did not notify them by letter or text, according to the World Bank; the change showed only on the 8171 check.

Frequently asked questions

How can I check my Benazir Income Support Programme status online?

Enter your 13-digit CNIC and the picture code at 8171.bisp.gov.pk, or send the CNIC by SMS to 8171. The reply shows your household's eligibility status for BISP.

Which CNIC should I use for the BISP online check?

Use the CNIC of the woman registered in your household's NSER survey, because Kafaalat is paid to her. A husband's number may not match the Kafaalat record.

How much is the BISP payment in 2026?

Benazir Kafaalat has paid Rs 14,500 per quarter since 10 March 2026. A rise to Rs 18,000 from January 2027 has been reported, but it was not being paid in October 2026.

Can I register for BISP online?

No. New households register through the free NSER survey at a BISP tehsil office. Sending your CNIC to 8171 only checks your status.

Is there an app for the BISP online check?

BISP's public check runs in a browser at 8171.bisp.gov.pk and by SMS. Apps on the Play Store that offer a BISP check are third-party apps, and at least one labels itself unofficial.

What does 'not eligible' on 8171 mean?

Your household's PMT score is above the cut-off, or an exclusion filter applied. If your circumstances have changed since the survey, ask the tehsil office for a re-survey.

Why did my BISP payment stop without any message?

BISP does not always notify households when eligibility changes. After the 2021 registry update about 2 million households were removed without letters or texts, so check 8171 and visit your tehsil office if your status changed.
