What the NSER Registry Records
The Benazir National Socio-Economic Registry (NSER) is the household database that BISP uses to decide who is eligible for its support. The registry is refreshed through the NSER dynamic survey, a free interview held at a registration desk. The survey records household details and produces the Proxy Means Test (PMT) score that BISP uses in its eligibility decisions.
A World Bank review of BISP's delivery systems, published in 2024, counted 647 dynamic registration centres, with at least one in every tehsil. That is why most families deal with the registry at their local tehsil office rather than online. A registered record does not, on its own, mean a payment is due. Payment depends on the score and the programme rules.
- Household details: members, income sources and assets, as reported at the survey.
- Electricity use: the survey uses it to estimate household spending.
- PMT score: the number produced from the answers, used for eligibility. See what the PMT score is.
How to Check Your NSER Registration by CNIC
The fastest check is an SMS to the official 8171 service. It only checks status: it does not register you, and it does not change your record. Use the CNIC that was recorded at your survey, because a different CNIC may return no result even when your household is in the registry.
If you are not sure which member was surveyed, do not guess. Ask at your tehsil office, where the desk can read the record with your original documents. For the PMT score itself, see the NSER PMT score check guide.

What to Do With Each Result
The reply wording from 8171 is not something we could verify, so this table describes each outcome by what it means for you, not by quoting a message. Match your reply to the closest row and take the next step.
If the reply is unclear and the desk is closed, call the BISP call centre on 0800-26477. It is open Monday to Friday, 9:00am to 5:00pm, according to the BISP website.
| Your reply shows | What it usually means | Next step |
|---|---|---|
| Your household and details match | Your household is in the NSER registry | No new survey is needed. Visit the tehsil desk only if your family details have changed. |
| Record not found, or survey required | Your household is not yet surveyed or not linked to the CNIC you sent | Visit your BISP tehsil registration desk with original documents. |
| Reply is unclear, or no reply | The result cannot be read from the SMS alone | Call 0800-26477 on a weekday, then visit the tehsil desk if the call does not solve it. |
| Registered, but the payment is missing | The registry check is separate from the payment check | Check the payment with the BISP payment check guide and the 8171 CNIC check guide. |
Is NSER Registration Online?
New households do not register through an online form, according to the BISP website and our existing PakBenefits guides. BISP lists NSER Registration Centres and Mobile Registration Vans for remote areas. Registration is free, and the survey is done in person.
Some websites advertise an NSER online registration portal at nser.nadra.gov.pk. We could not confirm that portal as an official registration route, so do not pay anyone for online registration, and never share an OTP, PIN or your full card details. Report suspicious messages as described in the fake 8171 SMS guide.
Where to Register If You Are Not in the Registry
Go to your BISP tehsil registration desk. Each tehsil has at least one registration centre, and most families start there. Bring the original CNIC and the household documents the desk asks for. If you live in a remote area, ask whether a Mobile Registration Van will visit your area, since BISP operates these vans for remote beneficiaries.
Find the nearest tehsil office on our BISP office finder before you travel. If the nearest office is hard to reach, the call centre can confirm which desk handles your tehsil.
Common Problems and Fixes
Most problems come from a mismatch between the CNIC, the household details, or a missing document. Fix the cause first, then return to the registry check.
If a biometric check fails at the desk, see the biometric verification guide. If your CNIC or child B-Form has a problem, check it with the CNIC verification guide before you visit the desk.
- CNIC mismatch: confirm which member was surveyed and bring that member's original CNIC.
- Missing B-Form: children's NADRA B-Forms are commonly asked for at the desk. Bring them.
- Biometric failure: ask the desk to repeat the check, and keep the reference number they give you.
- No reply from 8171: try again later, then call 0800-26477 if the problem continues.
Frequently asked questions
What is the NSER registry?
The Benazir National Socio-Economic Registry (NSER) is the household database BISP uses to decide eligibility for its support. It is refreshed through the NSER dynamic survey, which records household details and produces the PMT score.
Is the NSER survey free?
Yes. The NSER dynamic survey is free at the registration desk. Anyone who asks you to pay for the survey, a token or a faster listing is asking for money the programme does not charge for.
Can I register for NSER online?
New households register through the NSER dynamic survey at a BISP tehsil registration desk, not through an online form. Some websites advertise an online portal, but we could not confirm it as an official route.
How do I check my NSER registration by CNIC?
Send the CNIC of the household member who was surveyed to the official 8171 SMS service, then read the reply. The check only shows status and does not register you.
Which number checks NSER status?
The official SMS service 8171 checks status by CNIC. If the reply is unclear, call the BISP call centre on 0800-26477, open Monday to Friday, 9:00am to 5:00pm, according to the BISP website.
What if my CNIC is not in the NSER registry?
Visit your BISP tehsil registration desk with the original CNIC and the household documents the desk asks for. If you live in a remote area, ask whether a Mobile Registration Van will visit.
Where are the NSER registration centres?
BISP lists NSER Registration Centres on its website, and a 2024 World Bank review counted 647 dynamic registration centres, at least one in every tehsil. The nearest tehsil office is the most likely centre for your area, so check our office finder first.
Which documents should I bring for the survey?
Bring the original CNIC of the household members and the children's NADRA B-Forms, along with a recent electricity or gas bill. Ask the desk before you travel if you need anything else for your case.
Does a registered NSER record mean I will get a BISP payment?
No. A registered record is only one step. Eligibility depends on the PMT score and the programme rules, so a registered household may still receive no payment. Check the payment separately using the 8171 service.
What is a PMT score?
The PMT score, or Proxy Means Test score, is produced from the household answers in the NSER dynamic survey. BISP uses it in its eligibility decisions. The PMT score is not the same as the payment amount.
