Benazir Hunarmand Programme 2026: Free Skills Training, Eligibility and Registration for BISP Families

Benazir Hunarmand Programme offers free skills training to one member of a BISP family who is aged 18 to 40, has at least Matric, and is registered in the BISP Dynamic Registry. Registration is through the official Hunarmand portal or a BISP Tehsil Office, and registration alone does not guarantee selection for training.

What is the Benazir Hunarmand Programme?

This is an independent information guide. Pakbenefits.com is not BISP, not the Government of Pakistan, and not the official Hunarmand portal. Do not share your CNIC with this website or any unofficial page. Use only hunarmand.bisp.gov.pk, the official 8171 SMS and portal, or a BISP Tehsil Office. Hunarmand registration is free at every stage.

Skills training, not another cash payment

The Benazir Hunarmand Programme is a skills-training programme run by the Benazir Income Support Programme (BISP), the federal social safety net programme launched in July 2008. It was launched on 21 June 2025, and its stated purpose in the official Hunarmand user guide is to move BISP beneficiaries and their family members from dependence to dignity through employable skills.

That distinction matters. Hunarmand does not pay a quarterly cash amount in the way Benazir Kafaalat does, and it does not replace a cash payment. It offers training, a certificate, and help toward work, freelancing, or self-employment, for one member chosen from a household already in the BISP system.

Registered, enrolled, trained, employed: four different numbers

As of 4 November 2026, four figures are often mixed up online, and they mean four different things. More than 50,000 people had registered for market-relevant skills training, according to the BISP briefing reported on 29 October 2026. A separate September 2026 figure reported by the Associated Press of Pakistan put portal registrations at more than 49,000.

Enrolment is smaller. A June 2026 President House briefing put enrolment at more than 7,000 people. Training and jobs are smaller again: in Sindh, through the Benazir Bhutto Shaheed Human Resource Research and Development Board, more than 5,000 people had been trained and more than 1,200 had found jobs, according to the same 29 October 2026 briefing.

About 75% of applicants were women, according to September 2026 figures reported by the Associated Press of Pakistan. Registration is therefore the first step only, not proof of a place, a certificate, or a job.

Who can apply for the Benazir Hunarmand Programme?

The five eligibility rules, in order

The official Hunarmand portal states five rules, and they should be checked in this order before anyone starts a form. First, only beneficiaries registered in the BISP Dynamic Registry are eligible. Second, the minimum education requirement is Matric, which is 10th grade. Third, the age limit is between 18 and 40 years.

Fourth, the portal is only for registration, applications will be reviewed, and only eligible individuals will be selected. Fifth, only one person from each family can register.

When you register in person, the official portal also requires an original and valid CNIC card and an active mobile number. The candidate can be yourself, your spouse, your daughter, or your son, according to the official registration guide, but the one-person-per-family rule still applies.

If your household is not in the BISP Dynamic Registry, the Hunarmand form is not the right first step, and the BISP registration route through a Tehsil Office comes first.

Who cannot apply, and what to fix first

You cannot apply if you are under 18 or over 40, if your education is below Matric, if another person from your household is already registered for Hunarmand, or if your family is not registered in, or eligible for, the BISP Dynamic Registry. Each problem has a different fix, and guessing at the form does not fix any of them.

If the problem is age or education, the programme cannot be adjusted to fit the applicant, and a different training route should be considered instead. If the problem is a missing or out-of-date Dynamic Registry record, update that record through the NSER Dynamic Survey route at a BISP Tehsil Office first, then return to Hunarmand.

If a family member is already registered, do not submit a second application for the same household.

What courses and training tracks are available?

Formal track courses

The formal track covers vocational and digital courses in Information Technology, healthcare, hospitality, construction, beauty services, and fashion and textiles, among other trades reported by competitors. Examples include digital skills and freelancing, nursing assistance and lab support, hotel and food service work, masonry, plumbing, carpentry, electrical work, hair care, skincare, garment stitching, and pattern making.

Competitors report that formal-track courses run for 3 to 6 months, depending on the course and training centre, and lead to a certificate recognised by the National Vocational and Technical Training Commission (NAVTTC) and aligned with the Higher Education Commission's National Vocational Qualifications Framework (NVQF).

The official eligibility page does not state a duration, so treat 3 to 6 months as the reported formal-track length and confirm the exact length at enrolment. Not every course is available in every district.

Artisan track for remote communities

A separate artisan track serves remote communities and traditional crafts, delivered with Lok Virsa, the National Institute of Folk and Traditional Heritage, and with community-level support from the Pakistan Poverty Alleviation Fund (PPAF). This track does not follow the standard formal format in the same way, because training is delivered in the artisan's own community and combines heritage crafts with digital marketing.

That track matters because a weaver, embroiderer, or traditional craft worker does not always need, or cannot always travel to, a city training centre. It is still part of the same programme and the same eligibility rules, but its delivery, certificate, and course pattern differ from the formal track, so applicants should not judge it by formal-track dates or centre lists.

How do I register for the Benazir Hunarmand Programme online?

Before you start: what to have ready

Before you open the form, have three things ready: your family's BISP Dynamic Registry status, proof of at least Matric education, and a decision about which family member will be the one applicant. You will also need an original and valid CNIC and an active mobile number, and you should know which course and training district you want, because the form asks for both.

Check your BISP status first through the official 8171 SMS service or the 8171 web portal. If that check shows "Not Eligible" or "Survey Required", resolve the Dynamic Registry issue before you apply for Hunarmand, because a Hunarmand form cannot fix a BISP eligibility problem.

Do not pay anyone to check your status, and do not enter your CNIC on a page that is not hunarmand.bisp.gov.pk.

The 10 registration steps

The steps below follow the official Hunarmand user guide, version 3.0.1, in order. They are registration steps only, not a guarantee of selection.

After submission, BISP reviews the application against its records. Competitors report that placement messages, including training centre, start date, and reporting instructions, typically follow in 1 to 3 weeks, but the official portal does not promise that timing, so treat it as a reported range and contact the helpline if no message arrives after a reasonable wait.

  • 1. Go to the official Hunarmand portal at hunarmand.bisp.gov.pk.
  • 2. Press "Register Now" to start a new beneficiary registration.
  • 3. Enter the beneficiary CNIC number and the 4-digit picture code, then press "Verify Beneficiary".
  • 4. Select the candidate type: yourself, your spouse, your daughter, or your son.
  • 5. Enter the candidate CNIC number and picture code, then press "Verify Candidate".
  • 6. Complete the data-entry form. Your name, gender, and relation are auto-filled from the BISP Dynamic Registry. You enter your active mobile number, monthly income, email address if available, education level, and current employment status.
  • 7. Select your course type from the dropdown list, or choose "Other" and type the course manually if your course is not listed.
  • 8. Select your training district from the available districts.
  • 9. Declare your prior skills: whether you already have experience in a trade, and name the skill if you answer yes.
  • 10. Press "Register" and wait for the confirmation message, which appears in English and Urdu if the submission succeeds.

What if I cannot register online?

If you cannot register online, visit the nearest BISP Tehsil Office in person and ask for Hunarmand registration support. Take your original and valid CNIC card and your active mobile number, and be ready to give your family details and course preference, because the office will still need to verify your BISP Dynamic Registry record.

An in-person visit does not change the eligibility rules, the one-person-per-family rule, or the selection step. It changes only the channel. If the office cannot complete your registration on the spot, ask which record is missing or mismatched, because that answer is what you need to fix before you try again.

For problems you cannot resolve at the office, call the BISP helpline on 0800-26477, which is toll-free.

What happens after I register?

Verification, selection, and centre placement

After you register, BISP reviews your application and selects only eligible individuals, as the official portal states. Competitors report that verification uses the NSER database, NADRA records, and your existing BISP status, and that a second message gives your training centre, start date, and reporting instructions.

That verification route is competitor-reported, not official-portal wording, so this guide does not present it as an official BISP statement.

Your training partner depends on your location. In Punjab, the Punjab Skills Development Fund (PSDF) is the partner under the memorandum of understanding signed on 31 July 2026, and it provides training, learning materials, stipends where applicable, and co-branded certification recognised by NAVTTC and aligned with the NVQF.

In Sindh, the Benazir Bhutto Shaheed Human Resource Research and Development Board provides training, and other provinces are served through the NAVTTC national network. If no centre shows for your district, call 0800-26477 and ask which centre serves your area.

Certificate and work after training

On completion, graduates receive a co-branded certificate recognised by NAVTTC and aligned with the Higher Education Commission's NVQF, according to the PSDF memorandum and competitor guides. That certificate is a formal credential, not a participation note, and competitors report that it is issued only after the full training period and attendance requirements are met.

After training, the reported pathways are employment, freelancing, and self-employment. In Punjab, PSDF runs a Job and Freelance Placement Support Desk for graduates, and NAVTTC maintains a graduate database shared with employers and recruitment agencies, according to competitors. Those pathways are support services, not job guarantees, and no figure in this guide should be read as a promise of employment.

What to check before you choose a course?

Choosing a course before you check five facts is the most avoidable mistake in this programme. Use the checklist below before you submit the form, because changing a course after training starts is generally not possible, according to competitors.

A stipend deserves a separate warning. Some competitor guides promise a monthly stipend, one older guide says there is no monthly stipend, and the official PSDF memorandum says PSDF provides stipends where applicable.

The safe reading, as of 4 November 2026, is that a stipend may apply for some courses and partners, the amount is not fixed in the official sources opened for this guide, and the training centre on enrolment day is the place to confirm it.

Do not choose a course, travel, or leave other work on the assumption of a stipend amount that no official source has stated.

How is Hunarmand different from other BISP and Punjab programmes?

Hunarmand is a skills programme, not a cash, loan, or scholarship programme, and keeping those apart prevents a wrong application. Benazir Kafaalat is BISP's main cash support for eligible households. Benazir Taleemi Wazaif is an education stipend for children, and Benazir Nashonuma is a nutrition-related programme for pregnant women and young children.

Hunarmand does not replace any of those, and competitors report that other BISP benefits continue while a family member trains, although the official eligibility page does not state that point, so confirm it with BISP if it affects your decision.

The same separation applies to Punjab and federal youth programmes on this site. The Prime Minister Youth Loan Scheme is a business loan route, the CM Punjab Honhaar Scholarship is a higher-education scholarship route, and the Punjab Rozgar Scheme is an employment and loan-related route, each with its own eligibility and portal.

Hunarmand is different because its core offer is free training and a certificate for one BISP family member, not a loan, a tuition grant, or a cash payment.

How do I avoid Hunarmand registration scams?

Hunarmand registration is free, and anyone who asks you to pay for registration, for a place, for a certificate, or to speed up selection is not acting for BISP. Use only hunarmand.bisp.gov.pk for online registration, only 8171 for official BISP SMS messages, and only a BISP Tehsil Office for in-person help. Check the web address before you enter any personal information, because fake portals exist.

Do not trust a social-media post that claims a new November 2026 deadline, a new payment, guaranteed selection, or a special registration announcement unless BISP confirms it through an official channel.

One competitor update from October 2026 gave exactly that warning for November 2026 claims, and it is the right rule for any month: registration is not selection, a forwarded link is not an official portal, and a fee is not a BISP requirement. If someone asks for money, refuse, note their contact details if you safely can, and call 0800-26477.

Good to know

Frequently asked questions

What is the Benazir Hunarmand Programme?

The Benazir Hunarmand Programme is BISP's free skills-training programme for BISP families, launched on 21 June 2025. It gives one eligible family member training in a market-relevant trade, with a certificate on completion, so the family can move toward earned income. It is not a cash payment programme, and it does not replace Benazir Kafaalat.

Who can apply for the Benazir Hunarmand Programme?

You can apply if your family is registered in the BISP Dynamic Registry, you are aged 18 to 40, you have at least Matric education, and no other person from your household has already registered. You also need an original and valid CNIC and an active mobile number for registration. If any condition is missing, fix it first, because the portal reviews applications and selects only eligible individuals.

Is Hunarmand training really free?

Yes, registration and training are free for eligible candidates, according to the official portal and competitor guides. No tuition fee is charged for an approved course, and no one acting for BISP should ask you to pay for registration, a place, or a certificate. Any request for payment is a scam warning sign, and you should report it through the BISP helpline.

Is there a monthly stipend during Hunarmand training?

A stipend may apply for some courses and training partners, but no fixed amount is promised in this guide. The PSDF memorandum for Punjab says PSDF provides stipends where applicable, while competitor guides disagree about whether a monthly stipend exists at all. Confirm the stipend, if any, with your assigned training centre on enrolment day, and do not budget for it before that confirmation.

How long does Hunarmand training last?

Competitors report that formal-track courses run for 3 to 6 months, depending on the course and training centre. The official eligibility page does not state a duration, so confirm the exact length for your course at enrolment. The artisan track for remote communities follows a different delivery pattern, so its timing should not be judged by formal-track dates.

Can a second person from my family apply for Hunarmand?

No, only one person from each family can register for the Benazir Hunarmand Programme, according to the official portal. The nominated person can be yourself, your spouse, your daughter, or your son, but a second application from the same household is not allowed. Choose the one family member together before you submit the form, because changing the nominee later is not guaranteed.

Does Hunarmand affect my Kafaalat payments?

Competitors report that other BISP benefits, including Kafaalat, continue while a family member trains, and that Hunarmand is separate from Kafaalat. The official Hunarmand eligibility page does not state this point, so if it affects your household decision, confirm it with BISP through a Tehsil Office or the helpline before you rely on it. Do not stop or change a cash payment on the basis of a training application alone.

What should I do if the portal says I am not eligible?

First, check your BISP status through the official 8171 SMS service or portal, because a Hunarmand rejection most often reflects a BISP Dynamic Registry problem. If your 8171 status shows "Not Eligible" or "Survey Required", update your Dynamic Registry record through a BISP Tehsil Office before you apply again. If your 8171 status shows eligible but the Hunarmand portal still rejects you, call 0800-26477 with your CNIC and application date.

Is Hunarmand training available in my district?

Hunarmand is being rolled out in phases, and not every course is available in every district, so availability must be checked for your district and course. Punjab is served through PSDF, Sindh through the Benazir Bhutto Shaheed Human Resource Research and Development Board, and other provinces through the NAVTTC national network. If no centre shows for your district, call 0800-26477 and ask which centre serves your area.

How do I know a Hunarmand registration link is fake?

A link is fake if it is not hunarmand.bisp.gov.pk, if it asks for payment, or if it promises guaranteed selection, a new payment, or a special deadline that BISP has not confirmed. BISP messages about this programme come through official channels, registration is free, and selection follows a review, not a payment. If you are unsure, close the link, go to the official portal address yourself, or visit a BISP Tehsil Office in person.
