What Is the Sindh Youth Card?
The Sindh Youth Card is a new benefit card from the Government of Sindh. It is meant to give young people one route into the education, training, finance and employment support that different departments now run separately. Instead of applying to each scheme on its own, a cardholder will use a single digital platform to reach the services that sit behind the card.
The programme is run by the Sindh Sports and Youth Affairs Department. It was set up on the special directives of Pakistan Peoples Party Chairman Bilawal Bhutto Zardari, and the launch arrangements were reviewed at a meeting chaired by Sindh Minister for Sports and Youth Affairs Sardar Muhammad Bakhsh Mahar. Senior officials attended, including the Chief Minister's Special Assistant for IT, Ali Rashid, the Sports Secretary, Munawar Ali Mahesar, and the Education Secretary, Zahid Abbasi.
The card will sit on a shared digital platform that brings together services from 13 government departments and other public and private institutions. A central digital registry and a verified identity system will be set up for the card, so a young person's details are checked once and then used across the services on the platform.
Has the Sindh Youth Card Launched Yet?
No. As of 8 November 2026 the Sindh Youth Card has not launched, and no card has been issued. The Sindh government has completed preparations for the launch, and Bilawal Bhutto Zardari is scheduled to inaugurate the initiative in November 2026. That is the latest position, reported by The News on 3 November 2026 and by Dunya News and Business Recorder on 4 November 2026.
This is not the first launch date the programme has had. The card was first announced on 3 August 2026, with an inauguration planned for the last week of August 2026. That date passed without a launch, and no official source confirmed an inauguration by 5 October 2026. The November inauguration is therefore a revised date, not the original one.
Do not confuse this card with I Work for Sindh, a separate job portal that Bilawal Bhutto Zardari inaugurated earlier. That portal is a different product, and it is not the Youth Card.

| 4 November 2026 | Dunya News and Business Recorder report the same November inauguration plan | Latest confirmed report |
| November 2026 | Inauguration by Bilawal Bhutto Zardari | Scheduled, not yet held |
Who Can Apply for the Sindh Youth Card?
The first phase will cover 100,000 young people aged 16 to 29 from all 30 districts of Sindh. That age range comes from the November 2026 reports in The News, Dunya News and Business Recorder, and it is the figure this guide uses. Readers should know there is a conflict in the sources. Reports from August 2026, including Bloom Pakistan and several scheme guides, gave the age range as 15 to 29. The November reports say 16 to 29. Until the department publishes the final eligibility rules at launch, treat 16 to 29 as the current figure and check the official announcement before you apply.
A valid Sindh domicile will be required. The August announcement stated this clearly, and every competitor guide repeats it. The card is open to young people across all 30 districts, in cities and in rural areas. No income limit, education level, CNIC rule or other detailed criterion has been confirmed in the November reports. Some older guides list CNIC or B-Form and proof of enrolment as likely requirements, but those details have not been confirmed by the department, so this guide does not present them as rules.
What Benefits Will Cardholders Get?
The benefits fall into two groups, and the difference matters. Some were announced as part of the programme. Others were only discussed as proposals at the November meeting, and they are not guaranteed. The table below keeps the two groups apart.
| Benefit | Status as of 8 November 2026 | What is known |
|---|---|---|
| Scholarships for higher education | Announced | Access through the card, in Pakistan and abroad, per the August announcement |
| Internships | Announced | Access through the card, per the November reports |
| Discounts on educational institution fees | Planned, per The News | Reported on 3 November 2026, no amounts given |
| Technical and vocational training | Planned, per The News | Reported on 3 November 2026, no providers or trades named |
| Digital skills certification | Planned, per The News | Reported on 3 November 2026, no courses named |
| Employment opportunities and a digital employment portal | Planned, per The News | Reported on 3 November 2026, portal not yet live |
| Apprenticeships in industrial sectors | Planned, per The News | Reported on 3 November 2026, no sectors named |
| Grants to help young entrepreneurs start businesses | Planned, per The News | Reported on 3 November 2026, no amounts given |
| Legal and business consultancy, and access to business incubation centres | Planned, per The News | Reported on 3 November 2026, no centres named |
| Interest-free bank loans | Announced in August, repeated in the November registry plan | No loan amounts, limits or lending bank confirmed |
| Financial assistance | Announced in August | No amounts or payment frequency confirmed |
| Special discounts from private businesses | Planned, per The News | Hundreds of private organisations mentioned, none named |
| 25 percent discount on all Pakistan Railways routes | Proposal only | Discussed at the November meeting, no agreement signed yet |
| Special discounts on domestic air travel with the Civil Aviation Authority | Proposal only | Discussed at the November meeting, no agreement signed yet |
| Travel concessions on Green Line, Orange Line and Peoples Bus Service | Proposal only | Considered at the November meeting, no rates confirmed |
| Special grants and financial assistance for women entrepreneurs | Proposal only | Discussed at the November meeting, no amounts or rules given |
Scholarships and internships are the two benefits the November reports state most clearly. The card will provide access to scholarships for higher education and to internships, and The News adds fee discounts, technical and vocational training, digital skills certification and employment opportunities. The August announcement also promised interest-free loans and financial assistance, and the November report on the central registry repeats interest-free bank loans as one of the facilities the platform will cover. No loan amount, scholarship value or repayment term has been published, so no figure appears in this guide.
Travel discounts need care. The November meeting considered concessions on the Green Line, Orange Line and Peoples Bus Service, and it discussed a 25 percent discount on all Pakistan Railways routes and special concessions on domestic air travel in coordination with the Civil Aviation Authority. Agreements still have to be signed with Pakistan Railways, the Civil Aviation Authority and the relevant transport organisations before any of these discounts exist. Until those agreements are signed, treat every travel discount as a proposal, not a benefit you can claim.
The same applies to support for women entrepreneurs. Special grants and financial assistance for women entrepreneurs were discussed at the meeting as part of the programme's effort to promote economic independence. No amounts, no eligibility rules and no application route have been given. The idea is on the table. It is not yet a confirmed benefit.
One more detail comes from the August announcement. The government partnered with Jazz Bank to issue the cards. That partnership was reported by Bloom Pakistan on 3 August 2026. The November reports do not mention Jazz Bank, so treat the issuing bank as reported in August and not yet re-confirmed in November.
How Will Registration Work When It Opens?
Registration will be online. The minister has said that young people will be able to register online after the inauguration, and the August announcement said the same. That is all that is confirmed. There is no official portal, no portal web address, no opening date, no document list, no fee and no deadline as of 8 November 2026.
No application route exists yet. Do not trust any website, social media page or WhatsApp message that claims registration is already open or offers an "apply now" link. The department has not announced a portal, so no third party link can be genuine. Fake registration pages appeared within hours of the August announcement, and the same risk applies now that a November launch is expected.
When the portal does open, the steps are likely to follow the usual pattern for Sindh schemes: visit the official portal, create an account, fill in the form, upload documents and submit. That sequence is an expectation based on how similar programmes work, not a confirmed process for this card. The department has not published the form, the document list or the verification steps.
What Should You Do Now While Registration Is Closed?
There is no way to apply yet, but there are useful steps to take before the portal opens. Use this checklist while you wait.
- [ ] Check that you hold a valid Sindh domicile, or apply for one now if you do not have it, since domicile is the one eligibility rule already confirmed.
- [ ] Keep your CNIC ready if you are 18 or older, or your B-Form if you are under 18, since identity verification is part of the planned system even though the exact document list is not confirmed.
- [ ] Gather your education certificates and any student card, so you can upload them quickly if the form asks for them.
- [ ] Follow the Sindh Sports and Youth Affairs Department and the Government of Sindh Information Department channels for the launch announcement, and ignore unofficial pages.
- [ ] Do not pay anyone for registration, and do not share your CNIC number, bank details or OTP with any website or person claiming to register you early.
- [ ] Note the age question: if you are 15, the November reports suggest you may fall outside the 16 to 29 range, so wait for the final rules before assuming you qualify.
- [ ] Bookmark this page and check it after the inauguration, when the portal address, document list and deadline should be published.
How Does the Sindh Youth Card Compare With Other Youth Schemes?
The Sindh Youth Card is a single access card, not a single benefit. That sets it apart from most other youth schemes, which usually cover one thing, such as a scholarship or a loan. The card is meant to bundle many services together, so a young person applies once and then reaches scholarships, training, loans and jobs through the same platform.
Readers who want a scholarship on its own can look at the CM Punjab Honhaar Scholarship Programme. Those interested in skills training can look at the Punjab One Million Youth Skills Training programme. Young entrepreneurs in Khyber Pakhtunkhwa can look at the Ehsaas Naujawan Programme, which offers interest-free loans. In Sindh itself, the Sindh Hari Card scheme is a separate card for farmers. The Punjab Minority Card is another provincial card scheme with its own rules. None of these is a substitute for the Sindh Youth Card.
