BISP E-Kacheri Live Complaint Guide: How to Raise Your Case in the Live Session

The BISP E-Kacheri is a live phone-in where Chairperson Senator Rubina Khalid takes beneficiary calls on BISP's verified Facebook page and directs officers to fix complaints. Sessions last about an hour, past 2026 sessions took 27 to 37 callers each, and no call-in number is published in advance.

What is the BISP E-Kacheri?

What happens in the live session

The E-Kacheri is a live public hearing run by the Benazir Income Support Programme (BISP). The Chairperson sits at BISP headquarters in Islamabad while callers from across Pakistan describe their problems on air. Officers present in the room receive direct orders to resolve each complaint and report back.

Who runs it, and who sits in the room

Senator Rubina Khalid chairs the national sessions as Chairperson of BISP. Director generals sit with her, so a complaint about a payment, a survey, or a district office can be passed to the officer who owns it. Provincial sessions also happen, for example a BISP Punjab session hosted by its Director General.

When is the next BISP E-Kacheri?

The session announced for 4 November 2026

A live E-Kacheri has been announced for today, Wednesday 4 November 2026, at 11:30 am. The announcement comes from secondary reporting, not from a BISP press release found during this check, so treat the time as reported rather than confirmed by BISP itself. Open BISP's verified Facebook page before 11:30 am and look for the live video.

Every 2026 session so far

BISP press releases record five national sessions up to August 2026, and news reporting records a further session on 20 October 2026. No fixed schedule exists. Gaps between the early sessions ran from 20 to 71 days, so no one can predict the next date from the last one.

DateCallers reportedMain point from BISP
22 January 202627Report any deduction from your payment
10 March 202636Kafaalat rose from Rs 13,500 to Rs 14,500 per quarter
4 May 202627Get a Benazir SIM, with a 15 June deadline noted at the time
14 July 2026Not stated in the releasePayments go only to the wallet on the official Benazir SIM
3 August 202637Use only verified BISP accounts, and no fee applies to any service
20 October 202628Wallet withdrawals work at authorised retailers of six partner banks

The pattern matters for your chances. Roughly 30 callers get through in about an hour. Treat the E-Kacheri as a bonus route, not your only route. Log your complaint through the helpline or tehsil office first, then raise it live if you get through.

How to join the live BISP E-Kacheri

Watch on the verified Facebook page

Open BISP's official Facebook page and check three marks before you trust it: the photo of Benazir Bhutto, the blue verification badge, and a live video that matches the announced time. BISP itself points beneficiaries to those marks. A copycat page can reuse a name and a logo, but it cannot fake the verified badge on the real page. Do not pay anyone who claims they can get you into the stream.

Call in during the live session

BISP press releases do not publish a phone number for the E-Kacheri itself, and this guide will not invent one. That is the single most important fact in this guide. Any number sent to you by SMS, WhatsApp, or an unofficial page is not a verified E-Kacheri number. During a live session, use only a number shown on screen in the live video on the verified page itself. If no number is shown, call the standing helpline with your complaint reference instead.

  1. Open the verified BISP Facebook page before the announced start time.
  2. Join the live video and listen for the call-in number shown on screen.
  3. Keep your CNIC slip, your one sentence problem, and your SMS messages beside you.
  4. If your call connects, state your problem in one sentence, then answer the Chairperson's questions.
  5. Note the officer's name, if given, and any date you are told to expect action.
  6. If you do not get through, call helpline 0800-26477 the same day and quote your earlier complaint, if you have one.

How to prepare your complaint in five minutes

Write your problem in one sentence

A caller gets only a few minutes at most, so the first sentence must carry the whole case. Use this shape: what stopped, since when, and what you have already tried. Keep the sentence short enough to read aloud without pausing to think.

Weak versionStrong one sentence version
My payment has a problem, please help meMy Kafaalat payment has not arrived since July, although my 8171 message said it was sent
The agent took my moneyThe retailer cut Rs 1,000 from my payment at the shop in my town on 12 October
I am not eligible and I do not know whyMy survey was done in 2023 and my payment stopped after three years, but no re-survey date was given

If your case is an agent deduction, say the amount and the place. BISP press releases say a woman should demand the full amount shown in her SMS and report the agent. Our related guide on agent deduction complaints explains what to record before you report. For a failed fingerprint, see our biometric verification guide first.

Keep these four items ready

Have your CNIC number written on a slip of paper, not typed into a comment or a chat. Note the date you last received money and the date you visited the tehsil office, if you did. Keep the credit SMS and the withdrawal SMS from BISP or the bank as your transfer and withdrawal messages, and do not delete them. Keep your mobile number in use and unchanged during a survey.

What to say, and what never to share in public

Say this on air, and keep the rest private

On a live public broadcast, your words are heard by everyone watching. Say your problem, the dates, and the amount involved. Do not read out your full CNIC number, your phone number, or your PIN on air, in a comment, or on an unofficial page. The same rule applies to this site: never send your CNIC or phone number to PakBenefits, because this guide cannot check your record and should not hold your details.

Safe to say liveNever say live or in a comment
Your problem in one sentenceYour full CNIC number
The month your payment stoppedYour phone number or PIN
The amount deducted, if anyA photo of your CNIC
The tehsil office you visited, and whenAny code sent to your phone

If a comment or a message asks for your CNIC to "book" your call, that is a scam. BISP says all its services are free, and no one needs your CNIC in advance to let you watch a public live video.

What BISP said in recent sessions that affects your case

The re-survey rule, and a tension you should know about

BISP has said two things about surveys that sit uneasily together, and this guide reports both rather than smoothing one away. First, families that have received assistance for three years must undergo recertification, which is a re-survey, to confirm continued eligibility, and BISP warns that missing it can cause problems. Second, a household that has already been surveyed cannot be re-surveyed before two years have passed since the last survey. Read together, they raise a plain question: which clock decides your date? BISP has not published an answer to that question in the releases checked here. If your case turns on this point, ask the Chairperson or your tehsil office for your household's own re-survey date, and do not accept a guess from an unofficial page.

No fee, and only go after the 8171 message

Two standing rules came up again and again in the sessions. There is no fee for registration or for a survey in any BISP scheme, so anyone who asks for money to register you, survey you, or put your call through is committing fraud. And you should go to the payment centre only after you receive the message from 8171, to avoid crowding and wasted trips. If your payment date is unclear, our payment date guide can help you check the current cycle before you travel.

Wallet and SIM points from the October session

The 20 October 2026 session added a practical point for wallet users. Withdrawals through the Social Protection Wallet now work at authorised retailers of six partner banks, in any city, on any day, and at any time, rather than only through one bank or one city. This interoperability means one wallet works across all six banks, instead of locking you to a single bank or city. The six banks named are HBL, Habib Microfinance Bank, Bank Alfalah, Telenor Microfinance Bank, Bank of Punjab, and Mobilink Microfinance Bank. See our Benazir SIM guide and wallet withdrawal guide for the official routes. BISP also used the October session to urge women with expired CNICs to renew them through NADRA without delay, since an expired card can block a withdrawal.

If you cannot get through, or you miss the session

Use the standing routes the same day

Do not wait weeks for the next E-Kacheri. The helpline and the tehsil office are open on working days, and a complaint logged there becomes the record an officer will look for if you later raise the case live.

RouteUse it forWhat to expect
Helpline 0800-26477Any payment, SIM, or eligibility problemA logged complaint you can quote later
BISP tehsil officeBiometric failure, SIM issue, or survey updateIn person help and a survey record
SMS or portal on 8171Checking eligibility and payment statusA status reply from the only official SMS number
E-Kacheri live sessionA problem the office has not fixedA direct order from the Chairperson, if your call connects

If a message about your payment came from any number other than 8171, treat it as fake. Our fake 8171 SMS guide explains how to check the message and where to report it. Remember that 8171 is the only official SMS number for BISP, and messages from any other number should be treated as fraud.

Scams to avoid around the E-Kacheri

Five traps that target live session viewers

A page that asks for money to book your call is a scam, since BISP services are free. A WhatsApp group that posts a "secret" call-in number is unverified, and BISP press releases publish no such number. A message from any number other than 8171 that claims your payment is ready, or that you must pay a fee to release it, is fake. A person who offers to collect your payment for you, or asks to hold your phone during withdrawal, should be refused on the spot. A form that asks for your CNIC and phone number to "register for the E-Kacheri" is harvesting your details, since no registration exists for watching a public live video.

Good to know

Frequently asked questions

What is the BISP E-Kacheri?

The BISP E-Kacheri is a live phone-in session where the BISP Chairperson takes calls from beneficiaries and orders officers to resolve their complaints. Sessions last about an hour and run on BISP's official Facebook page.

When is the next BISP E-Kacheri?

A live E-Kacheri has been announced for Wednesday 4 November 2026 at 11:30 am, based on secondary reporting rather than a BISP press release found in this check. BISP has published no fixed schedule.

What number do I call for the BISP E-Kacheri?

BISP press releases publish no phone number for the E-Kacheri itself, so this guide gives none. Use only a number shown on screen during the live video on the verified page, and never use a number sent by SMS from an unknown sender.

How many callers get through in one session?

Between 27 and 37 callers got through in the 2026 sessions that report a count. With only about an hour per session, most viewers will not get through, so log your complaint through the helpline as well.

What should I have ready before I call?

Keep your CNIC number on a slip of paper, your problem written in one sentence, the dates of your last payment and any tehsil office visit, and your BISP and bank SMS messages. Do not read your full CNIC or phone number aloud on air.

Is there a fee to join the E-Kacheri or to register for BISP?

No. BISP says there is no fee for registration or for a survey in any BISP scheme, and watching a public live video is free. Anyone who charges to book your call or register you is committing fraud.

Can I complain without waiting for the E-Kacheri?

Yes. Call the toll-free helpline on 0800-26477 or visit your nearest BISP tehsil office on a working day. Those routes are open between sessions and create the complaint record an officer will check later.

What if my payment stopped after three years of assistance?

BISP says families that have received assistance for three years must undergo a re-survey to confirm continued eligibility. Ask your tehsil office for your household's re-survey date, and note the tension in this guide: BISP also says a household cannot be re-surveyed before two years have passed since its last survey.

Should I go to the payment centre as soon as I hear about a payment?

No. Go to the payment centre only after you receive the message from 8171. Travelling before that message wastes a trip and adds to crowding at the centre.

How do I know a BISP Facebook page or SMS is real?

Trust only the page that carries the photo of Benazir Bhutto with the blue verification badge, and trust SMS only from 8171. Messages from any other number are fake, and pages that ask for money or your CNIC are scams.
