What is the BISP Dynamic Registry?
A live record, not a one off survey
The Benazir Income Support Programme (BISP) runs the Dynamic Registry through the National Socio-Economic Registry (NSER). NSER holds household information BISP uses to assess need. The Dynamic Registry lets a household join for the first time, or update its record when circumstances change.
That is the key change from an old style survey. You do not have to wait for a team to visit your home. You can go to a centre, or use a van, and ask for a survey or an update. A survey does not guarantee payment. BISP assesses the information after the survey.
Centres or vans: which route should you use?
Choose by distance, not by speed
Use the table below. It stops the most common mistake: waiting for a van when a centre is already open to you.
| Your situation | Best first route | Why |
|---|---|---|
| You live near a BISP tehsil office | Dynamic Registry Centre | It is fixed, and you can go in working hours |
| You live far from a tehsil office | Mobile Registration Van, if one visits your area | It brings the survey closer to home |
| Your household record needs an update | Dynamic Registry Centre | Staff can check the record and advise on timing |
| You are unsure which route applies to you | BISP helpline on 0800-26477 | The helpline can point you to the nearest office |
| Someone offers online registration for a fee | Neither route, and do not pay | BISP does not register households online |
A van visit does not replace the centre system. It extends it. If no van is due, the centre remains the route to use.
How do you register at a Dynamic Registry Centre?
Step by step at the tehsil office
Follow these steps in order. Exact counter order can vary by office, so follow the instructions given at the office on the day.
- Go to the BISP tehsil office for your area. Ask for the Dynamic Registry Centre or the Benazir registration desk.
- Tell staff whether you need a first survey, or an update to an existing NSER record.
- Take a token or receipt if staff give you one, and keep it safe. It helps you follow up later.
- Give your original Computerised National Identity Card (CNIC), and the CNIC details of household members where staff ask for them.
- Give your children's B-Forms, a recent electricity bill, and an active mobile number that you use yourself, if staff ask for them. See the full documents guide: BISP dynamic survey token and required documents guide.
- Answer the survey questions honestly. Staff ask about household members, education, work, income, housing, assets, and disability or other relevant circumstances.
- Check your answers before you leave. Wrong information can cause problems during verification.
- Wait for BISP to assess the record. A survey is not an approval, and it does not start payment at once.
Keep the mobile number you gave at the survey active. BISP sends official messages only from 8171. If your number changes, report the new number at a BISP office.
What staff check during the survey
Staff check identity and household facts against NADRA records. That check is why the visit must be in person. A website cannot do NADRA linked verification for you, and no agent can complete the survey from home on your behalf.
Your household information is then used to produce a Proxy Means Test (PMT) score, a poverty score from 0 to 100, where a lower score means greater need. Competitor guides report the usual cut off as 32, or 37 for a household with a disabled member. Do not pay anyone who promises to change a PMT score.
How do you use a Mobile Registration Van?
What a van does when it arrives
A Mobile Registration Van carries BISP staff and digital registration systems to a community. It can register a household, update information, and verify family details on site. It serves remote villages, hilly areas, and other underserved places where a tehsil office is far away.
Vans help women, older people, people with disabilities, and low income families most. A van visit does not change the survey, the checks, or the eligibility rules.
What to do on the day a van visits
- Go early, and listen to staff instructions. A van visit can draw a crowd.
- Decide your purpose before you join the queue. Are you registering for the first time, updating a record, or checking a detail?
- Take your original CNIC, your children's B-Forms if staff ask for them, and an active mobile number.
- Give accurate household information. Do not guess at income, family size, or assets.
- Keep any receipt or token staff give you, in the same way you would at a centre.
- Wait for BISP to assess the record. A van survey, like a centre survey, is not instant approval.
Do not follow a van because of a social media post alone. Confirm the visit through the tehsil office or the helpline on 0800-26477 first.
How do you find your nearest centre or van visit?
BISP does not publish a van timetable in the sources checked
This is the fact most guides skip. BISP does not publish a national van timetable in the sources checked for this guide. There is no district by district van schedule here, because inventing one would mislead readers.
Use the three official routes below instead.
- Call the BISP helpline on 0800-26477, and ask for your nearest Dynamic Registry Centre or the next van visit in your area.
- Visit your BISP tehsil office in person, and ask staff at the Dynamic Registry Centre.
- Ask your local administration or BISP field office about a van visit announced for your area.
Do not share your CNIC with a social media page or a private website that claims to list van dates. A genuine van visit never needs a fee, an agent, or an online form.
What can you update at a centre or in a van?
Changes that should trigger an update
The Dynamic Registry is for updates as well as first surveys. Ask at a centre or a van if your household has changed in one of these ways:
- A child has been born, or a household member has died.
- A marriage, divorce, or widowhood has changed the household.
- Your CNIC details or address have changed.
- A disability has started, or a disability record needs correction.
- Your income, work, or housing situation has changed in a major way.
Some facts are linked to NADRA records, so keep your NADRA record accurate too. Do not send your details to a private site to update a record.
When you should not ask for another survey
BISP has said a re-survey is not done before two years, and families who have received assistance for three years must complete a re-survey or re-certification. Do not visit repeatedly to ask for a fresh survey if you had one recently, unless BISP asks you to update information.
If your circumstances have changed, ask staff whether an update or a future re-survey applies to your case. See: NSER registration check 2026.
What happened on 3 November 2026?
The Pakistan Germany update, in plain terms
On 3 November 2026, Sabah News reported a visit by a high level German delegation to the BISP One Window Centre in Islamabad. It included the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Embassy, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), and KfW Development Bank.
Senator Rubina Khalid, Chairperson of BISP, welcomed the delegation. Dr Asim Ijaz, Director General of NSER, and Muhammad Idrees Mian, Director General of CT, were also present. The visit focused on adaptive social protection: help that can respond to climate risks, disasters, and new vulnerabilities, not only to poverty.
The numbers behind the centres and vans
Sabah News reported that, through Pakistan-Germany cooperation, BISP's 647 Dynamic Registry Centres and 32 Mobile Registration Vehicles have supported the registration and updating of information for 38.7 million people. BISP's June 2026 press release frames the same 38.7 million figure as households in NSER, and says more than 22 million households updated information through 647 centres and 25 vans in two years. This guide reports both framings.
The fleet grew in June 2026. BISP inaugurated seven new vans on 4 June 2026, with support from Germany through BMZ and implementation support from GIZ. That took the fleet from 25 vans to 32 vans. About 1.3 million people have been registered through the van initiative since 2022, according to a competitor guide.
What SOPRAN covers
The meeting also covered the SOPRAN Project. SOPRAN is the project name used in the 3 November report for this Pakistan-Germany work. Its components, as reported, are:
| SOPRAN component | What it means for a reader |
|---|---|
| Disbursement and Registration Centres (DRCs) | Fixed centres where registration and payment services meet |
| Mobile Registration Vans (MRVs) | Vans that take registration to remote or underserved areas |
| Digital Financial Literacy Training (DFLT) | Training to help beneficiaries use digital payments safely |
| Capacity building | Training and stronger systems for BISP staff and institutions |
| Forthcoming shock-responsive initiatives | Future work to respond faster to disasters and economic shocks |
Is registration free, and what scams should you avoid?
Registration and survey are free
Registration and the NSER survey are free. No fee is charged at a centre or in a van. If anyone asks for money to register you, to speed up a survey, or to guarantee eligibility, do not pay. Report the demand on 0800-26477, or at a BISP office.
BISP sends official messages only from 8171. A message from any other number claiming to be BISP should be treated as fraud. BISP never asks for an OTP code, a bank PIN, or advance payment by phone or SMS. See: BISP registration.
Five scam checks before you trust a claim
- Does it ask for a fee? If yes, it is not BISP.
- Does it promise guaranteed eligibility or payment? If yes, it is not BISP.
- Does it ask you to register online, or to share your CNIC on a private site? If yes, do not use it.
- Does it come from a number other than 8171? If yes, treat it as fraud.
- Does it claim a van date that the tehsil office or helpline cannot confirm? If yes, do not travel on that claim alone.
After your survey, check your status only through official channels. See: Check BISP status by CNIC online.
For households where marital status was the barrier, also read: BISP ever-married condition removed. That change is about who can be named as payee. It does not replace the NSER survey at a centre or in a van.
Frequently asked questions
Can I register for BISP online through a website?
No. BISP does not offer online registration. You must visit a Dynamic Registry Centre at a tehsil office in person, or use a Mobile Registration Van when it visits your area. The 8171 portal and SMS service check status, but they do not register a household.
How many BISP Dynamic Registry Centres are there?
BISP has 647 Dynamic Registry Centres, as reported on 3 November 2026. The centres sit at tehsil level, and they handle first surveys and NSER updates. Ask your tehsil office for the centre that serves your area.
How many Mobile Registration Vans does BISP have now?
BISP has 32 Mobile Registration Vans, up from 25 vans on 4 June 2026, when seven new vans were inaugurated with German support. About 1.3 million people have been registered through the van initiative since 2022.
Is there a published timetable for Mobile Registration Vans?
No published national van timetable was found in the sources checked for this guide. Do not rely on a district list or date from social media. Confirm a van visit on 0800-26477, or through your tehsil office, before you travel.
What should I take to a centre or a van?
Take your original CNIC, and keep your children's B-Forms ready if staff ask for them. Also keep an active mobile number you use yourself, and a recent electricity bill if staff ask for it. Know your household facts before you go.
Is BISP registration free at a centre and in a van?
Yes. Registration and the NSER survey are free in both routes. Do not pay an agent or middleman for registration, for a survey, or for a promised approval. Report any demand for money on 0800-26477.
Does a survey mean I will get BISP payment?
No. A survey gives BISP household information for assessment. BISP then checks the record, produces a PMT score, and decides eligibility. Completing a survey is not approval, and it does not start payment at once.
Can I update my household information, or only register for the first time?
You can do both. The Dynamic Registry supports first surveys and updates after a birth, a death, a marriage, a marital status change, a CNIC change, a disability change, or a major change in income or housing. Ask staff whether your change needs an update now, or a future re-survey.
How soon can I ask for another survey?
BISP has said a re-survey is not done before two years. Families who have received assistance for three years must complete a re-survey or re-certification. If circumstances have changed, ask whether an update applies, rather than asking for a repeat survey at once.
What is SOPRAN, and do I need to apply to it?
SOPRAN is the Pakistan-Germany project discussed on 3 November 2026. It covers Disbursement and Registration Centres, Mobile Registration Vans, Digital Financial Literacy Training, capacity building, and forthcoming shock-responsive initiatives. You do not apply to SOPRAN. You register through a centre or a van.
