What Is the Aaghosh Programme Punjab?

The Aaghosh Programme Punjab is a maternal and child cash support scheme for pregnant women, breastfeeding mothers, and mothers of children under two. It pays cash in stages when a mother completes health visits, delivers safely, and vaccinates her child on time. It is not a one-off grant. Each payment follows a health step, so the full amount builds up across pregnancy and the child's early months.

The Punjab Social Protection Authority runs Aaghosh with the Health and Population Department. It sits inside the Punjab Human Capital Investment Project, which the Government of Punjab launched with support from the World Bank. The project covers 13 districts of Punjab and runs from 2020 to 2026, according to the project's own site. Its Aaghosh part focuses on quality health services for pregnant and lactating women and mothers of children up to two years of age.

The idea behind the scheme is the first 1,000 days of life. That window runs from the start of pregnancy until the child turns two. Health experts treat it as the period that shapes a child's growth best, so Aaghosh links cash to the visits that matter most in that window.

The scheme is run by the Punjab Social Protection Authority, not by BISP, and no BISP card is needed to join.

How Much Does the Aaghosh Programme Punjab Pay?

Aaghosh pays up to Rs 38,000 in seven stages, per the Punjab Social Protection Authority page and the project FAQ. Each amount below is per that page and FAQ, so confirm it on 1221 before you plan around it. The PSPA pages carry no dates, and the payment portal could not be opened when this was checked, so treat each figure as the published figure, not as a dated promise.

StagePayment
Registration at a Basic Health Unit or Rural Health Centre by the Lady Health VisitorRs 2,000
Four antenatal visits, Rs 3,000 eachRs 12,000
Safe delivery at a government facilityRs 10,000
Newborn check-up within 15 days of birthRs 2,000
First measles vaccineRs 3,000
Second measles vaccineRs 4,000
Child's registration number entered in the EMR appRs 5,000
TotalUp to Rs 38,000

The four antenatal visits are worth Rs 12,000 together, at Rs 3,000 per visit. The safe delivery payment of Rs 10,000 is the largest single stage, and it is paid only for a delivery at a government facility. The two measles vaccines are worth Rs 3,000 and Rs 4,000, and the final Rs 5,000 follows when the child's registration number goes into the EMR app.

No stage is paid in advance. You complete the visit or event first, the Lady Health Visitor records it in the EMR app, and the payment follows after verification.

Who Can Join the Aaghosh Programme Punjab?

You can join Aaghosh if you are pregnant, breastfeeding, or the mother of a child under two, you hold a valid CNIC, and you live in one of the 13 target districts. All three tests must hold at once. A woman who meets the health test but lives outside the 13 districts cannot join, even if she lives elsewhere in Punjab.

The 13 districts are Bahawalpur, Bahawalnagar, Bhakkar, Dera Ghazi Khan, Taunsa, Khushab, Kot Addu, Layyah, Lodhran, Mianwali, Muzaffargarh, Rahim Yar Khan, and Rajanpur. These are the only districts the scheme covers. If your district is not on this list, Aaghosh does not cover you right now, and no online form can change that.

Your CNIC is the key document. The Lady Health Visitor needs a valid CNIC to enter you in the EMR app, and your payments are tied to that CNIC and to the mobile number you give at registration. A woman under 18 with no CNIC can still get check-ups and free medicines at the clinic, per the project FAQ, but she cannot join the cash part until she holds a CNIC. Get a CNIC from NADRA as soon as you are eligible, and take the original with you when you register.

Twins are registered under the scheme, per the project FAQ. A woman who becomes pregnant again within two years of delivery cannot rejoin, per the same FAQ, so the cash does not repeat with each pregnancy in that window.

How to Register for the Aaghosh Programme Punjab

There is no online form for Aaghosh registration. You register in person at a government health facility, and the Lady Health Visitor enters your details in the EMR app. Follow these steps.

  1. Take your original CNIC to your nearest Basic Health Unit or Rural Health Centre in one of the 13 districts.
  2. Ask the Lady Health Visitor to register you in Aaghosh.
  3. Give a mobile number that works. A husband's or mother-in-law's number is allowed, but the number you give is the one that will get your messages, so keep it active.
  4. Check that your CNIC number, mobile number, and details are entered correctly before you leave.
  5. Attend all four antenatal visits on the dates the clinic gives you.
  6. Deliver at a government facility, so the delivery payment is released.
  7. Get the newborn check-up and both measles vaccines on time, and make sure the child's registration number is entered in the EMR app.

Registration is not done at home. The Lady Health Visitor registers you at the Basic Health Unit or Rural Health Centre, and the record goes into the EMR app there. No agent can register you from outside the clinic, and no one can speed the process up for a fee. Registration is free, so if anyone asks for money to register you, refuse and call 1221 to report it.

If you move house inside your district, tell your Lady Health Visitor so your record and your messages stay correct.

How to Check Your Aaghosh Payment and Balance

After registration, you can check your status and balance at payment.pspa.gop.pk, the portal named in the project's FAQ. A message also goes to your registered mobile number when a payment is ready. The portal could not be opened from our connection when this was checked on 11 October 2026, so we cannot say how it looks or what steps it shows. If it does not load for you either, call 1221 instead of trusting a third-party site that asks for your CNIC.

The FAQ says registration goes through verification and approval stages, and that payment depends on funds being available. It gives no number of days for any stage, so no timeline is stated here. Do not trust a site or a person who promises your payment on a set date, because no such date is published.

Your Lady Health Visitor can also confirm your record at the health facility where you registered. That is the simplest check if you live near the clinic or if the portal will not load.

How to Collect Your Aaghosh Cash

Aaghosh cash is collected from a local JazzCash agent. The registered woman must give her own fingerprint at the agent, and a representative cannot collect for her. This rule is strict, so plan for the registered woman to go in person with her original CNIC.

No deduction is allowed from the amount. If an agent asks for a cut or a fee, refuse and call 1221 to report it.

If your fingerprint will not verify, the project FAQ tells you to send your CNIC number to the helpline so the case can be passed to the agent company. Do not hand your CNIC and SIM to an agent or a neighbour to fix it for you. Your CNIC and your SIM are yours to keep, and no agent needs to hold them.

What If a Visit Is Missed or a Payment Is Late?

A missed visit can delay or lose the matching payment. That is how a conditional cash transfer works, and Aaghosh is no different. If you miss an antenatal visit, go back to your Basic Health Unit or Rural Health Centre as soon as you can and ask the Lady Health Visitor what can still be done. Do not assume the payment will follow on its own.

If a payment is late after a completed visit, check the portal at payment.pspa.gop.pk first, then call 1221. The FAQ says payment depends on verification and on funds being available, and it gives no number of days, so a delay does not always mean a refusal.

A wrong mobile number is a common cause of missed messages. If your number changes, tell your Lady Health Visitor at once so the new number goes into the EMR app. A payment message sent to an old or dead number will not reach you, and the clinic cannot fix a number it does not know about.

Is It Rs 38,000 or Rs 23,000?

Some websites still say Rs 23,000. That figure does not match the PSPA page. The total was raised from Rs 23,000, and older pages have not caught up, so the old figure still shows up in search results. The PSPA page lists seven stages that add up to exactly Rs 38,000, and that is the figure used here.

Older reports also mention Rs 17,000, which reflects an even earlier version of the scheme. Amounts are policy decisions and can change, so confirm the current figure on 1221 before you rely on it.

Registration Is Free: How to Stay Safe

Registration for Aaghosh is free. No agent, middleman, or clinic worker is allowed to charge you for it. The project FAQ is clear on this point, and the helpline 1221 takes complaints about anyone who asks for money.

Watch for these traps. No one should ask you to pay for a form, a fast registration, or a guaranteed payment. No one should ask for your CNIC and SIM to hold for you. No third-party website should ask for your CNIC number, a fee, or a one-time code sent to your phone. Use only the official portal at payment.pspa.gop.pk and the helpline 1221, and check your status with your Lady Health Visitor at the clinic where you registered.

If someone asks for money, note their name and place, refuse to pay, and call 1221 to report it. You can also write by post, visit the PSPA head office, or use the complaint form on the project website, which lists problems such as payment not received for visits. The head office is open Monday to Friday, 9 am to 5 pm, and the 1221 line works around the clock, every day.
